Here he is, and he's also cybernetic. The typical, barbaric Cyclopse wasent working out too well for me, so I kinda went with the Cyber-suit idea like MGS.
As you can probably tell, I cheaped out on his legs a lil... at first, but i think I'll stick with the skirt on this one, I figure its made of a trench-coat/rain resistant polyurethane material (specific eh?) that stretches... or maybe thats actually his body? who knows...

Cool stuff. I think the main thing I would have liked to see is some more functionality for his two smaller arms. It would be good to show what they are used for. Possibly reloading the guns while the main arms keep fighting.
I definitly think that even if the jegs are going to be covered up by it's poly-Eurotha-whats-imacalled-it, that their structure should be resolved as how they work in a pose would dictate the shape of his trenchcoat/duster.
Oh, I also think you should play around with the eye. Try a large freaky/creepy eye or just a variation on the shape or size. This would just be for some variety to choose from as the current eye is fine as is.
